The area of each shape in the circle is calculated in the number of triangles. The holiday napkin consists of two triangles, Christmas tree - of three triangles, snowman - four, house - five, etc. The biggest shape is bell consisting of 9 triangles. In order to arrange the circle based on the increased number of triangles from 2 (napkin) to 9 (bell) it is enough to make two exchanges in the circle:
1. Exchange the blue candy with the snowman.
2. Exchange the blue candy with the bell.

Alternative solution leading to the same result is:
1. Exchange the blue candy with the bell.
2. Exchange the bell with the snowman.
